Objectives:

- To support the Institute in establishing and consolidating its standing as the leading authority in the field of agriculture and rural life among its Member States and strategic partners, through the generation of information and knowledge on the situation in, outlook for and critical issues in agriculture and rural development, and to support the process of modernizing public and private institutions associated with agriculture and rural life.

- To generate technical inputs for decision making by the IABA, the General Directorate and the member countries, within the framework of the policy guidelines emanating from the Summits Process.

- To provide guidelines on making adjustments required within the Institute to properly provide technical cooperation.

- To generate information on and analyses of the context and critical issues related to agriculture. This knowledge will enable the IABA, the Institute and the countries to put forth strategic guidelines, policy proposals and solutions to emerging issues.
